Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency triggered by the presentation of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been stabilised. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of missile and drone strikes on Kyiv.
The Rhythm of Peace Talks and Military Action
The sequence of conflicting incidents captured the harsh reality of the outgoing year. By day, negotiation efforts are conducted: hopeful statements are issued from various governments. Significant resources is expended on restraining certain initiatives. By night, Moscow brutally reminds the world that, for them, military action persists as the primary tool for achieving "settlement".
After-Dark Attacks
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor projectile deployments from Russian territory, a capacity afforded by timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to counter approaching guided weapons roared overhead – modern combat jets provided to Ukraine by Western partners.
Shortly after, Kyiv's air-defence systems activated: defensive missiles fired to intercept a Russian ballistic missile. This was a modern interception technology at work, probably delivered by partner states. Every launch creates sudden vibrations, shaking the windows. The brief panic quickly transforms into grim resignation: maybe the incoming missile won't cause damage this time, sparing the city from catastrophe and further power outages.
Continuous Dangers
Following this, a automatic firearm engaged a drone close by, part of a rapid response unit – almost certainly Western-made equipment. Sadly, the bullets missed the hostile drone – it pressed on overhead toward its objective.
With pauses, this continued until dawn. Kyiv awoke to the daybreak reports: seven people killed, devastation and heating outages in numerous residences as a result of the nocturnal offensive. As always, everyone still maintained normal activities – enduring hostilities. But those 24 hours demonstrated Ukraine's essential dependence on external assistance – a dependence that European nations are evidently unprepared to replace in the immediate future.
Failed Diplomacy
The 28-point plan from US administration provoked deep reactions, discussion and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.
Every new approach from Washington adheres to the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually win the battle. This trend will, no doubt, persist.
Tactical Assessments
It is convenient to criticize certain parties of consistently pushing Russian terms. But that does not seem to be the complete picture. American leadership operates on a principle understood by international relations experts: you cannot secure via talks what you have failed to defend militarily. The US administration believes that it is impossible to compel Moscow to abandon the territory that it already controls in Ukraine's occupied territories.
The issue is that while recognising this factual reality, US leadership does minimal to deter Moscow, through words or deeds, from assuming that the situation will not evolve additionally in its benefit in the near future.
Opposing Positions
Therefore, Moscow is convinced that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their reason to accept conditions that does not give them the greatest potential benefit is close to zero. There may be many attempts to end hostilities, but they will persist as long as Russia's leadership remains completely certain in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing civilians and areas but preventing a complete military breakdown until conditions improve in its benefit.
Current Realities
Realistically, there are no real preconditions for a ceasefire. Now, individual motivations are entering the equation: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unworkable, so that their priority does not shift toward homefront challenges. And although their objective will now be much harder after recent developments, it remains quite doubtful that this will alter their fundamental strategy.
These opposing factors are guiding negotiations.
Assessment and Future
It took a only one week to eliminate the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, current information leaks, all did their job.
While new initiatives based on old ideas are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are rooted in Kremlin requirements and show certain reluctance to change the course of events, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, primarily depend on sustained allied backing.
