The United Kingdom and the United States have forged a landmark commercial pact that will preserve no tariffs on UK drug products entering the US market.

Key Provisions of the Deal

In exchange for the tariff guarantee, the UK has committed to boost expenditure on medicines through the National Health Service (NHS). This move secures that import taxes on these key exports will be held at zero for a period of three years.

This development is in response to previous threats to significantly raise duties on branded drug imports, with figures mentioned reaching double the cost.

"This agreement with the UK reinforces the international landscape for cutting-edge drugs and introduces long-overdue equity to U.S.–U.K. medicine commerce," a release said.

Commercial Importance

Pharmaceuticals represent one of the the United Kingdom's biggest exports to the United States, which is by far the largest buyer for large UK drugmakers.

Statistics indicate that in the year prior to September, the UK sold medicines totaling £11.1bn to the US. This value represented a significant portion of all goods exports in that span.

"This deal protects employment, stimulates investment and facilitates the UK to establish itself as a worldwide center for biotech and pharma," the Business and Trade Secretary remarked.

Specific UK Commitments

The agreement involves several key pledges from the UK:

  • Revised Affordability Limit: The UK will lift the price threshold at which it considers new treatments to be unaffordable by 25%.
  • Boosted Medicine Funding: There is a aim to increase overall public funding on medicines from 0.3% of GDP to 0.6% over the next decade.
  • Rebate Cap: The sum pharmaceutical firms must pay back to the NHS to stay within budget will be restricted at 15%. Previously, repayments were more than 20%.

Recent Tensions

This agreement comes amid a protracted dispute between the drug companies and the British authorities over medicine costs and approval rates.

The disagreement were exacerbated by arguments that US customers were paying significantly more for the equivalent treatments than consumers in the Britain and the EU.

In recent months, several large manufacturing plans in the UK have been delayed or scrapped, while major funding commitments have been pledged toward US facilities.

One official stated that the NHS must spend more on drugs, noting that its spending on drugs had shrunk as a proportion of its overall budget over the previous ten-year period.
